Firstly, pathetic fallacy of the rain in the background is important. The diegetic sounds against the window as the actor eats foreshadows that something unpleasant is going to happen.
Rain is often used in movies to symbolise a death of a character and therefore evokes something bad has already maybe happened.
The medium shot begins establishing setting. In this shot the actor has his back to the camera. This creates mystery for the audience a they are left guessing who he is. Mise en scene is significant here to suggest what is happening. The dark clothing of the character tries to imply what kind of character he is going to be. It also creates a sense of mystery for this character and leaves the audience questioning his presence within the movie. Th fact that he wears darker clothing already provides the information the audience that this character may be one of bad intentions. This shot hen begins to zoom closer to that character as they speak. This perhaps suggests the importance of the character to the audience.
The emptiness of the cafe is important to note. This is as it implies numerous details about the scene.  First and fore most it suggests the time of day. The lack of customers highlights the fact that it is either late night or early morning. This falls into the convection of crime movies, as this tends to be when crime occurs.  The emptiness of the cafe also could portray that something bad has happened there before.

As the camera then tilts to the actor his stern expression is obvious. The waitress that walks up to him says the phrase "happy thanksgiving." This then explains the lack of people in the cafe. However this brings new questions to the audience such as, why is he alone on thanksgiving? why doesn't he have family? etc.
This adds more depth to the character but in a way makes him frightening due the lack of human contact.

 The new shot of him walking to his car in engulfed in darkness which plays on his mysterious role. The background of the cafe however is light, tis perhaps implies the safeness of the inside and the dangerousness of the outside.
We the hear a police radio coming from his car,  and it is obvious what the character's occupation is. This then changes the previous thoughts and doubts that the audience had concerning the character.
